Lightnings, all Mks, the flaps can be commanded to be either up or down, no middle ground.

There is a dual indicator in the cockpit, fed from two Desynn position sensors, one on each flap to indicate that they are moving together, or if there is any deviation between them. Uneven flaps could cause a bit of an issue in flight.

They are hydraulic, so won't be able to move until engines are running and hydraulic pressure is established.

F3 and T5 take off with flaps up.
F6 takes off with flaps down.

Certainly on our T5 FDM this makes sense - it significantly increases the length of runway needed with flaps lowered.
